# Like a Dragon: Pirate Yakuza in Hawaii: the complete Devil Flags route
The Devil Flags storyline takes you from the Chapter 2 introduction on Rokka Island to Captain Zeus in Final Heaven. It unlocks all four Dark Instruments, several sea regions, and the final Treasury reward.
This guide covers the story gates, where to go next, and how to prepare for the fights. Spoilers for the full Devil Flags storyline follow.
## Every unlock requirement
Finish each previous chapter of the Devil Flags story as well as meeting the next rank and flag requirement.
- **Waters Near Rokka Island:** opened during the Chapter 2 introduction. Follow the mandatory story objectives.
- **Waters Near Atali Island:** Pirate Rank 2 and **70 Devil Flags total**.
- **Flame Heaven:** finish Captain Yakuza's sequence, including Hans Island, then reach Pirate Rank 3 and **130 flags total**.
- **Frost Heaven:** finish Captain Ronin's sequence, reach Pirate Rank 4, and collect **220 flags total**.
- **Final Heaven:** finish Captain Shinobi's sequence, reach Pirate Rank 5, and collect **330 flags total**.
These are cumulative totals. After 70, the next increases are **60, 90, and 110**, not another 130, 220, and 330. If you have already passed a threshold, concentrate on the missing rank or story objective.
Pirate Rank comes from Reputation earned through treasures, Challenges, and other activities. Crew-member levels and the difficulty rating beside an enemy encounter are different things. Raising one strong crewmate does not replace the rank requirement.
At a lighthouse, open **Prepare to Sail** and choose the newly available region. Don't keep searching the previous sea map for an island that belongs to the next one.
## What to prepare and pay for
Earlier in Chapter 2, Julie's Goromaru refit requires **$10,000 and a crew of 15**. Complete that story work before expecting the later pirate activities to open. All money mentioned here is in-game currency.
Afterward, use the ship's performance-upgrade menu to strengthen what is actually losing you fights:
- **Boarding capacity:** its three upgrades cost $100, $2,000, and $4,000, adding five spaces each. Fill the extra spaces after buying them.
- **Extra cannons:** one additional cannon on each side costs $2,000 per side.
- **Repair uses:** the upgrades cost $50, $200, $1,000, and $3,000.
- **Hull health:** improve it regularly, but you do not need to buy every expensive late upgrade before beginning the storyline.
For crew experience, repeat Coliseum matches you can clear reliably. Assigned crewmates gain experience from pirate battles, so leaving available slots empty slows the whole crew's growth. Gifts and crew meals also help with experience and morale.
Prepare both the full ship crew and the four-person landing party. Bring a healer on the longer islands. Treasure Hunts restrict normal inventory access during combat, so a bag full of healing drinks cannot replace a suitable party. Use the recovery points provided along the route.
## 1. Chapter 2: Base Island, Goalega, and Rokka
After the Madlantis rescue sequence, the story diverts to **Base Island**, where Misaki joins the crew. Follow the new objectives rather than trying to reach the later captains immediately.
1. Go to **Goalega Island in Waters Near Madlantis** and clear its fight. This also awards the Rippling Water Mirror.
2. Follow the marked ship encounters. Defeat the boss vessel, then complete the boarding battle to learn where the officers are gathering.
3. From a lighthouse, select **Waters Near Rokka Island**. Break through the blockade and land on **Rokka Island**.
4. Win the opening beach fight and obtain the **Dark God's Violin**. Complete its tutorial, then continue to the large Pirate Showdown.
The violin arrives before that final mass battle. Finish the whole Rokka sequence to open the optional hunt for the officers and earn **Showdown on Rokka Island**.
## 2. Atali: Captain Yakuza, then Hans Island
Reach Rank 2 and 70 flags, then choose **Waters Near Atali Island**. Your story destination is **Atali Island at the northern end of the map**.
Land with your chosen crew and work through the enemy groups. Open the chest at the end to obtain the **Dark God's Ocarina**, then defeat **Captain Yakuza**. Clear the weaker enemies around him so your crew can help pressure the captain without constant interruptions.
You are not finished when the ocarina appears in the Treasury. Continue to **Hans Island, east of Atali**, for Yakuza's follow-up confrontation and the large showdown against his Third Fleet. The violin is useful for cutting down a crowded battlefield, while the ocarina gives you a healing and control option.
Finishing this chapter earns **Showdown on Atali Island** and opens the first Devil Flags rematch in the Coliseum's Swashbuckler Showdown category.
## 3. Flame Heaven: Captain Ronin
Once Yakuza's chapter is complete and you have Rank 3 plus 130 flags, enter **Flame Heaven**. Head toward **Flame Island in the north**.
There are three parts to the main encounter:
1. Defeat the fleet guarding Flame Island.
2. Win the boarding battle.
3. Land, clear the island route, and defeat **Captain Ronin**.
His fleet uses fire attacks. Avoid staying beside its broadside, and use a smokescreen if the Goromaru catches fire. Concentrating damage on the flagship can move you into the boarding phase without first sinking every escort. If the smaller ships are boxing you in, create room before committing to that approach.
On land, try to reach the final fight with Madness available. There is a recovery point before the boss, and opening with an instrument can reduce the surrounding crowd before you focus on Ronin.
The **Dark God's Guitar** is awarded after the land fight. Merely winning the sea battle does not finish the chapter. Completion also earns **Showdown in Flame Heaven** and opens the Second Fleet Coliseum rematch.
## 4. Frost Heaven: Captain Shinobi
After Ronin, reach Rank 4 and 220 flags. Select **Frost Heaven** and head for **Frost Island in the north**.
Again, finish the guarding fleet, its boarding battle, and the island route. The naval encounter adds freezing attacks, so keep moving and avoid letting the enemy pin you in place. You can focus the flagship when you have a clear firing opportunity, but keep enough space to escape incoming attacks.
The land route passes through a cave and a recovery area before **Captain Shinobi**. Heal at that stop and save an instrument for the final crowd. Remove ranged attackers early when they prevent you from staying on the captain.
Winning gives you the **Dark God's Saxophone**, **Showdown in Frost Heaven**, and the First Fleet Coliseum rematch. You now own all four instruments.
**Check your crew afterward:** Misaki temporarily leaves the roster during this story event. Review your assignments before the next departure instead of assuming the old setup is still intact.
## 5. Final Heaven: Captain Zeus
Finish Shinobi's chapter, reach Rank 5, and collect 330 flags. Choose **Final Heaven**.
Follow the route north through the rough seas toward **Heavenly Island**. Use the lighthouses to prepare before pushing on. This is a good point to spend your accumulated money on stronger weapons, hull health, repairs, and the crew you actually use.
**The fleet:** Zeus's flagship has four escorts and can turn into a dangerous broadside quickly. Do not sit beside it trading damage. Use movement, stern attacks, repairs, and smokescreens. Freezing weapons can help control ships while you deal with the formation. If the escorts overwhelm you, thin them out rather than forcing an unsafe rush at Zeus.
**The boarding fight:** winning at sea is only the first stage. Finish the enemy crew battle. Misaki returns during this part of the story, before the final island fight.
**Heavenly Island:** select your strongest landing party and continue through the encounters and bunker. Watch the lightning hazards. Arrive at Zeus with Madness ready if possible, clear the surrounding enemies with the violin or saxophone, then concentrate on him. Keep moving when his lightning attacks threaten your position.
Defeat Zeus and finish the ending scenes to earn **Remember the Goro Pirates!** and Treasury entry 65, **The Friends We Made Along the Way**. This treasure awards **800,000 Reputation**. Zeus does not give you a fifth instrument.
## A practical flag-collection route
Use the **red Devil Flags markers** on each sea map. Ordinary enemy ships are not a substitute for clearing the marked fleets and occupied islands.
- **Before Atali:** work through manageable marked encounters in Waters Near Rich Island and Waters Near Hawaii. Check **Jumbo Island**, **Huaka'i Island**, and the marked Third Fleet ships. Choose by the difficulty shown in your own game rather than assuming every marker is equally easy.
- **Before Flame:** clear unfinished Atali-region encounters, including **Yanagi, Sasanqua, and Emma**, plus the marked fleet. Continue Yakuza's Hans Island objective even if your flag total is already high enough.
- **Before Frost:** use the remaining Flame encounters. **Sunset, Heatwave, Welldone, and Scorching Heat** provide useful island stops, and the optional treasure fleet is separate from the fleet guarding Ronin.
- **Before Final:** clear remaining Frost encounters at **Snowview, Coldwave, Icicle, and Glacial**, plus its optional fleet. Revisit unfinished Devil Flags markers in older waters if you still need flags.
You can proceed to a region's captain as soon as you meet the requirements and are ready for the fight. Clearing every optional island first is a useful completion route, not an extra story gate. If flags are sufficient but rank is low, collect treasures or complete Challenges instead of chasing ships indiscriminately.
## Instruments and their rewards
These payouts belong to the four instrument treasures, not to every individual battle on their routes:
- **Violin, Rokka Island:** $3,000 and 3,000 Reputation. Summons sharks to attack enemies across a crowded battlefield.
- **Ocarina, Atali Island:** $5,000 and 5,000 Reputation. Creates a jellyfish area that heals allies and shocks enemies inside it.
- **Guitar, Flame Island:** $10,000 and 10,000 Reputation. Summons powerful apes, with a smaller attack area than the broader crowd-clearing instruments.
- **Saxophone, Frost Island:** $50,000 and 50,000 Reputation. Summons a bird whose tornado damages groups of enemies.
Use instruments in **Sea Dog style with a full Madness Gauge**. Follow the instrument-selection prompt for your controls. The gauge is separate from Heat.
## Final completion check

- [ ] Defeat Zeus's fleet, boarding crew, and final island encounter.
- [ ] Confirm Treasury entries **61–65** are registered.
- [ ] **Play all four instruments** for The Man Who Summoned the Gods. Owning them alone is not enough.
