What I would prioritize, and what this list doesn't include
For a balanced first run, I'd open more usable abilities for both characters, then move into shared recharge and control skills. After that, follow whichever branch matches the way you're actually fighting. Add the movement upgrades early if traversal is the part you most want to expand.
For a player taking too much damage, prioritize a dependable response to pressure. More cooldown recovery won't help much if you panic every time an enemy closes in. For a player already comfortable defending, chaining Focus, gadgets, and abilities becomes more valuable.
Suit Tech is a separate resource-based system for health, damage, Focus, and movement. Gadgets have their own upgrade purchases. Base attacks such as Peter's Barrage and Miles' Punch, story abilities, camouflage, and later Anti-Venom unlocks should not be counted as additional purchased nodes in this 62-skill inventory.
New Game+ adds other progression options, including Suit Tech Fusion, but it doesn't turn this into a fourth skill tree. I'll cover that in the separate New Game+ breakdown.
You don't have to stick to one build. Learn what your purchases do and give the new moves a try. That's where the combat opens up.
