11. Amazing Coverage: activate every surveillance tower.
12. Lost and Found: collect five backpacks.
13. Backpacker: collect all 55 backpacks.
14. Sightseeing: photograph the 47 marked landmarks.
15. Pigeon Hunter: recover all 12 of Howard's pigeons after opening that activity.
16. R&D: complete all research stations.
17. Friendly Neighborhood Spider-Man: complete the base game's side missions.
18. Schooled: finish Philipp Chang's corrupted-student mission chain.
19. Cat Prints: finish the Black Cat stakeouts and their concluding hideout objective.
20. Tombstone Takedown: complete Tombstone's side-story confrontation.
The district checklist is the practical guide here. Work through a district's actual remaining entries rather than repeatedly wandering around hoping the percentage will move.
The marked landmarks are not the same as the 50 Secret Photo Ops for the ESU suit. Those secret photographs are an optional wardrobe goal, not an extra requirement hiding behind Sightseeing.
