Family Trials is where some player reports become much more enthusiastic about Whirlwind. One discussion describes combining a healing Whirlwind talent with a talent that uses health as stamina. Another reports successful hard-run setups involving Healing Whirlwind alongside defensive items. Those are community accounts of particular builds, not a promise of invulnerability.
The proposed interaction is clear: the spin becomes part of maintaining the resources that let you keep fighting, instead of being judged only against the damage of one hammer swing. But an interaction can fail when you're interrupted, can't reach targets, or take damage faster than you recover it. Even the players recommending it warn about getting stunned.

Don't take the health-cost part first and assume the healing half is guaranteed to appear. Until you have the required effects, you don't have the combination. Evaluate the partial build on its own rather than playing as though the missing talent is already equipped.
For a boss, also check whether your recovery or damage relies on multiple enemies. A room-clearing setup may have fewer triggers against a single target. That's a reason to keep some reliable damage and defense rather than building exclusively for the most crowded situations.
The big mistakes with Joey are overcommitting to slow attacks, wasting his wide swings on scattered targets, treating retaliation bonuses as a reason to take damage, and assuming a community Trials combo describes his starting Story kit.
Get his attack timing comfortable first. Then build around the tools and recovery actually available. That's a more useful approach than deciding he's either terrible or unstoppable before the build has had a chance to come together.
