By X-Factor #21, the team is trying to get away from the mutant-hunter act and Hodge's handling of it. The situation doesn't just end with him losing a job. The Right attacks, people get killed, and the violence becomes another opportunity to make mutants look responsible.
Then the organization goes after X-Factor's young charges. In #22, the kids are taken, Caliban is left badly hurt, and Boom-Boom tries to find out where everyone has gone. The trail leads to the Right's operation beneath a museum.
The end of that issue makes the connection explicit: their commander is Cameron Hodge.
That reveal brings the advertising, the armed attacks, and the kidnappings together. The man who was supposed to be helping the team reach vulnerable mutants is running the people who want to exploit them. He knows who those kids are because he has been close to the people protecting them.
