4/12 Rictor's introduction in X-Factor #17 is a good example of exactly how that works. The Right captures him and forces his earthquake powers into use. They want the destruction, and they want people to associate that destruction with mutants. So the frightened young mutant is getting blamed for the danger while the people actually causing it are the ones holding him prisoner. They manufacture the situation they want everybody else to fear. That also gives Rictor a history with them that matters when they turn up again. He knows what their captivity means. When he reacts to the Right, he's reacting to people who have already tortured him and used his own body against him. It's worth keeping that part in mind when talking about the group. Their methods involve deliberately putting children through things they can then use as evidence that those same children are dangerous. They create the damage and sell the explanation afterward.
