Anderson turns against Hodge too. By Uncanny X-Men #272, she and Moreau are working against him, and she helps get Storm to the prisoners so their powers can be restored.
Meanwhile, the legal treatment of the captives has come down to accepting mutate processing or facing death. Genosha can put proceedings around that choice, but the choice itself is monstrous. You can submit to being remade into a slave, or the state will kill you.
Hodge makes the whole situation even worse, including murdering Wipeout and blaming Havok. But the machinery he's using was already there. The laboratories, the prisoners, the enforcement force, and the assumption that mutant lives belong to the government all existed before his final breakdown.
Defeating Hodge is necessary. Genosha's responsibility extends well beyond him.
