Spoilers through the end of the Muir Island Saga. That's where I'm at in my X-Men reading, so I'm keeping this to what we've seen up to that point.
The Genoshan Magistrates deserve their own discussion, separate from just going through everything that happened in X-Tinction Agenda. Hodge gets a lot of attention in that story, and there's plenty to say about him. But Genosha already had a whole system for enslaving mutants before he became the main threat.
The Magistrates were the people enforcing it. They could show up, take somebody away, and deliver them to a process that would change their body, their abilities, and their ability to make decisions for themselves. That was an accepted part of how the country operated.
