That comes together in Uncanny X-Men #189. Rachel and Amara spot Selene in Manhattan and follow her to the Hellfire Club. They sneak inside, but the building is prepared for people with powers, including telepaths. Rachel can't depend on her abilities working normally there.
Meanwhile, Friedrich von Roehm is presenting Selene to Sebastian Shaw as a candidate for Black Queen. She doesn't approach Shaw like someone hoping he'll do her a favor. She demonstrates how dangerous she is, and the two girls end up captured and controlled as part of that demonstration.
Rachel manages to reach Amara mentally. Getting Amara to use her powers breaks Selene's hold and causes enough of a disturbance to bring in the X-Men.
Selene now has a place in the Inner Circle, but her arrival has also brought her existing enemies right into the club. The Black Queen outfit and title don't change what she's been doing. She brings the same appetite for control into a different group of powerful people.
