Spoilers for the X-Men and New Mutants material through the end of the Muir Island Saga. That's where I've read up to, so that's where this stops.
Selene's history starts somewhere very different from the Hellfire Club. Before the Black Queen title, before she's dealing with Sebastian Shaw, she's in Nova Roma, the isolated Roman society the New Mutants find in South America. Her first appearance is New Mutants #9, by Chris Claremont and Sal Buscema.
She's already established there when the kids arrive. She has followers, influence, and people willing to treat her as a goddess. She's also connected to the city's political struggle through her husband, Marcus Domitius Gallio. So the New Mutants aren't just stumbling across somebody with dangerous powers. They've walked into a place where she already has authority over people's lives.
And she intends to use it. The sacrifices are real. The people caught up in her plans aren't participating in some harmless local tradition. Selene feeds on them.
