The family material gets pretty disturbing too. An alternate version of Brian, Kaptain Briton, attacks Betsy and attempts to rape her. She kills him with her powers. So even before her X-Men years, there are things in her history that make it impossible to dismiss her as the nice, harmless sister standing off to the side.
Later, with Brian out of the role, Betsy becomes Captain Britain herself. RCX pressures her into doing it, and Captain UK helps her get started. It isn't as simple as Betsy happily putting on a costume the first time somebody asks. She has reasons to distrust the people pushing her, especially after S.T.R.I.K.E.
The costume she gets even belonged to that alternate Brian. Just think about how messed up that is after what he did to her.
For a while she gets to fly and have that physical power herself. But the people encouraging her are also concerned with having a national hero attached to their organization. Her safety isn't their only concern.
(Captain Britain, 1985 series, #5–6 and #13.)
