Forge eventually restores Storm's powers during the Fall of the Mutants story. By then, they've been through enough together that getting the lightning back is only part of what needs sorting out. In Dallas, the X-Men give their lives so Forge can stop the Adversary. Roma brings them back, but the rest of the world believes they're dead. Storm then leads a team operating from Australia while people they care about mourn them. Staying hidden gives the X-Men an advantage, but it also means deliberately keeping loved ones out of their lives. Colossus's situation with Illyana makes that cost especially obvious. It's useful to be presumed dead until somebody you love needs you and believes you're gone. Ororo has gone from leading at Xavier's school to making decisions for a team with no normal public life at all. The powers are back, but their circumstances have become even more extreme. There's no return to the comfortable version of the mansion just because she can fly again.
