The Mutant Massacre is where the responsibility for the Morlocks becomes almost unbearable. Storm fought for the right to lead them. Now people are dying in their tunnels, and the X-Men get badly hurt trying to help. Nightcrawler is in a coma. Kitty can't become solid. Colossus is damaged too. Storm looks at what has happened and starts blaming herself for all of it. Callisto's response in #212 says a lot about how far their relationship has come. She goes after Storm when Ororo runs from the infirmary. Storm is ready to give up the Morlocks' leadership, but Callisto refuses to let her disappear into that guilt. The woman Storm stabbed is now the one demanding that she get back up and be the leader people need. That doesn't make Storm responsible for what the Marauders chose to do. It shows how much responsibility she takes onto herself anyway. She's looking at people she was supposed to protect, and knowing the killers are to blame doesn't make those hospital beds any easier to look at.
