The Lady Mandarin story in #257–258 makes it clear that Jubilee's powers can do considerably more than make a nice light show. Psylocke has been turned into the Mandarin's weapon. Jubilee gets caught in the middle of that, and when she cuts loose, the damage is much bigger than the little fireworks she was using at the mall. She can seriously hurt people with this stuff. That's a lot to figure out while you're also trying to survive kidnappings and fights with people who have no problem killing you. And when Psylocke comes out of that situation and joins them, Jubilee doesn't immediately forget what happened. Wolverine knows Betsy. Jubilee has just met the woman who helped capture her. Those are two very different starting points for trusting somebody. So the three of them traveling together has some friction. Logan's old friendships don't automatically become Jubilee's friendships just because he says somebody is okay.
