Losing Neverland doesn’t suddenly make Pan harmless. By the Dream Eater period, he’s stuck on Earth with only a fraction of his old power. His position has changed dramatically, but he still wants the throne back and still looks at other people in terms of how they might get him there. The Dream Eater’s approach gives him another opening. Other characters are trying to survive what’s coming. Pan sees a possible way to turn it against his enemies and recover what he lost. The Salem’s Daughter part of that story takes the same behavior into a different setting. Stripped of his youth and displaced into the past, he poses as a doctor while draining people to sustain himself. Anna Williams becomes another potential source of power. Even reduced to that state, his instinct is to find someone else who can pay the cost of keeping him alive.
