Jessica Ciampo is one of the important connections between HiboCorp and the people actually dealing with its missions. Her role as a liaison puts her in a position where the agency's intentions have to become something the operatives can act on. Then, as Sela's situation becomes more dangerous, Ciampo joins Agent Red and the group involving Robyn, Shang, and Gideon. That places her beside the people trying to help Sela while the story is also bringing HiboCorp's plans under scrutiny. That's why her position matters beyond simply being a name attached to a government organization. Being part of an institution doesn't remove the decisions you still have to make yourself. She has access and a working relationship with these people, and that can make a difference when they need help. Her working relationships become important when the agency itself is under scrutiny. The people in the field need to know who they can rely on, and Ciampo's involvement gives that question a concrete answer in Sela's situation.
