The Wicked Witches' forces in the original Grimm Fairy Tales Oz story have several different ways of making life miserable for everybody else. Lynessa and Zinna are the major names, but there are soldiers, flying attackers, monstrous creatures, and Thora working close to Lynessa. By the time the fight reaches the Emerald City, it has become a military assault as well as a struggle over magic. That matters because the witches' control reaches well beyond their own ability to cast a spell. Their forces can hunt people, hold prisoners, attack settlements, and make travel dangerous. Dorothy and her companions have to deal with that reach all through the journey. The search for the Veridian Scepter gives them a shared objective, although the people involved don't all have the same motives. Lynessa wants power. Thora carries out her plans and has a personal connection to Nicholas. Nicholas wants his old life back. Those motives meet in a way that is disastrous for the people trusting him. For this thread, I'm staying with the original witches and the forces around them, rather than bringing in every villain who appears in Oz later. Zinna, Lynessa, and Thora each have their own place in that story. Nicholas's betrayal, covered in the companions thread, is also part of how this side nearly gets what it wants.
