Sic unlocks at Houndmaster level five. This is where you can deliberately send Mutt at someone and use the time he buys you.
When he grabs an enemy, you've got an opportunity to move, attack or get some pressure off Henry. Against a single opponent, that can make a huge difference. Against several, it can buy a few seconds while you deal with someone else.
Just pay attention to what happens after he engages. Other enemies can turn on him, and sending him straight into a crowd can get him overwhelmed quickly. Hostile dogs can also tie him up. Watch your own swings when he's close, because accidentally hitting him lowers obedience too.
Tooth and Claw becomes available at level ten and improves his chance of making an enemy bleed. Chase, at thirteen, requires Sic first and lets him bring down fleeing enemies. Those give you more to work with than repeatedly sending him at whoever happens to be closest.
The aggressive behavior option lets him engage enemies without you choosing every target. I would use the manual command when controlling who he attacks matters more. And don't test Sic on random townspeople. Ordering the dog to attack someone can still count as Henry committing a crime.
