When the village can afford it, finish the expensive work you held back earlier. The church needs its restoration completed, including the altar and frescoes. Basic repairs alone are not the finished church Divish asked for. Look through the remaining entries in the ledger so you do not ride back to him with half the job still listed.
The main completion targets are the restored church, a population of at least 40, and the required 1,200-groschen daily income shown in the village accounts. Check your quest objectives and accounts after the later construction, because adding expensive upkeep can change the balance you were happy with beforehand.
Once those objectives are satisfied, report to Divish and bring him to inspect Pribyslavitz. Completing that visit does not mean the village disappears or stops being useful. You can continue using its services, develop anything remaining, and collect the surplus from the treasury.
Before that point, take warnings about money seriously. If you leave people unpaid and let the situation deteriorate, Divish can remove Henry as bailiff and the rebuilding quest can fail. Do not treat an empty chest as something that can wait indefinitely while you go do several unrelated quests.
My approach would be to check the balance before leaving, leave a cushion, and only withdraw money the village can spare. Once the businesses are paying their way, you have a much better position to finish the church and enjoy what you built without constantly riding back to cover another shortfall.
