The period when Bobby can't properly control his cold powers is another part of his history that shouldn't get skipped. Loki amplifies his abilities while using him against Thor, and Bobby is left dealing with the consequences afterward. More power is not particularly helpful if you can't reliably control how it affects your body and surroundings. It makes an ordinary interaction difficult. It also takes something that should be familiar to Bobby and turns it into an ongoing problem he has to manage. The device that helps him comes from a pretty unpleasant source. The Right puts a power-dampening restraint on him, and he ends up using that technology as a belt to control his excessive ice production. It wasn't developed as a thoughtful gift from somebody looking out for him. He finds a practical use for something intended to suppress him. That detail gives the belt more significance than a costume accessory. Bobby has to live with what happened to him, and this is a way of getting some control back. The origin of the equipment doesn't change his immediate need for it. It also puts him beside Hank in an interesting way during X-Factor. Both are dealing with altered powers and bodies, although the problems are different. The people expected to rescue everybody else are having to work around conditions they didn't choose and can't simply decide to stop experiencing.
