Charlotte Jones is important to this stretch of Warren's story because he needs relationships that can exist outside the people who transformed him and the people who knew him before. She meets him with the blue skin and dangerous wings already part of the situation. She is dealing with the person standing in front of her.
She also has a life and responsibilities of her own. She is a police officer, and getting involved with Warren does not make the consequences of his world disappear from hers. It would be easy for a relationship like that to exist only to reassure the superhero. Giving her something to risk makes it more substantial.
What interests me about that connection is the room it gives him to be a person with somebody. So much of his recent history involves other people wanting to control, exploit or destroy him. A conversation where another person is actually trying to understand him has value after all that.
It does not mean he suddenly becomes easy to be around or stops struggling with the violence surrounding him. There is no reason he would. But his life has to contain something besides the next confrontation with Hodge or Apocalypse. Charlotte gives this period somewhere else to go, without making the damage he has experienced vanish.
