2. Puck has already done the work
Puck's place in Beta is a useful reminder that trainee does not necessarily mean teenager.
Eugene Judd already has a long and complicated life behind him. The background given in Alpha Flight #15 includes Hudson arranging his parole into government service, with Judd promising not to kill again. His experience gets him placed directly into Beta rather than starting in Gamma.
By the opening issue, he has earned the move to Alpha. Then the funding disappears. When the call finally comes, he is working as a bouncer at Corky's Tavern and is delighted to answer it.
Getting to the emergency is another matter. He cannot simply fly north like the twins, and the military does not recognize him as an Alphan. He misses the Tundra fight, then reaches the Hudsons' apartment in time to find everyone discussing whether the independent team needs another name.
Puck objects. He worked to get into Alpha Flight, and that is the team he wants to join.
It is a funny entrance with a real frustration underneath it. A government decision has nearly erased something he earned. His determination to keep the name makes perfect sense after that.
