3. Puck keeps dealing with the person in front of him
Judd is important to Heather's transition because he remains available to her. He can talk about the future of the team, but he can also sit with someone who is having a terrible day without turning every conversation into a recruitment speech.
His scenes with Marrina show another side of the same quality. In #14–16, her origins become a danger again. A creature in the water leads them back toward the Plodex, the Master of the World and the fear that her own body could turn her against the people she cares about.
Puck has already been seriously injured by Marrina. He still works with her. That history makes their conversations more difficult, and more useful, than a generic reassurance that everything will be fine.
Namor's involvement also complicates the situation. Concern for Marrina doesn't prevent the men trying to help her from misunderstanding each other or fighting.
Her decision to leave takes her away from the group again. Heather is inheriting a team whose members have unfinished personal lives and problems she cannot solve by assembling everybody in one room. Judd understands that better than most.
