2. Heather takes command before she has powers
The distinction worth holding onto is that Heather becomes Alpha Flight's leader while she is still unpowered and out of costume.
Issue #17 brings her together with Wolverine and Puck to discuss Mac, the team's history and what comes next. By the end, she decides to lead. Logan does not move back to Canada and take over the title. Heather stays at the center of the decision.
The earlier issues have already shown her acting under pressure. In #14 she dives into the water when a woman cries that her baby has been taken. She has no armor to protect her, and the situation turns out to be far more dangerous than an ordinary rescue.
That willingness to act is part of the transition, but it leaves a real problem. A team fighting supernatural creatures and heavily armed enemies now has a leader who cannot fly away, absorb a blow or surround herself with a force field.
The book has to find space for judgment, organization and personal authority alongside superpowers. Heather's place cannot be explained by pointing at her costume, because she isn't wearing one.
