Tempo’s power is the sort that can make everyone around her more dangerous. She alters the flow of time around a fight, letting the MLF act while their opponents are struggling to keep up. A teammate does not need to become stronger if the other person suddenly cannot respond quickly enough.
The early scenes also give that advantage a cost. Her teammates complain about the exhaustion that comes with the time effects. That is a much better detail than treating the whole group as if they can remain accelerated indefinitely. Their bodies still have to deal with what they are doing.
Her helmet and flight make her visually distinct, but her importance is easiest to understand by watching the others. Forearm gets more opportunity to strike. A bomb can be worked on under conditions that would otherwise make the job impossible. The person who seems to be altering the background of the fight is actually changing everybody’s chances.
That leaves the MLF dependent on her in a way a roster list does not really convey. Removing Tempo can upset the rhythm of the entire operation. The other members may still have their powers, but the conditions they were relying on have changed.
These first appearances belong to the version of Tempo working for Stryfe. There is no need to borrow her later choices to soften that picture. What is already clear is that she brings a powerful support ability to a group using it for destructive ends.
