Scatterbrain can stop someone who still has all their strength left. Being able to hit harder is little use when the mind directing the body has been overwhelmed. Her touch disrupts the victim's neural activity, leaving them unable to function normally. In the Excalibur launch, Captain Britain becomes vulnerable while his attention is on Meggan. Scatterbrain turns that opening into a way to remove a much more physically imposing opponent from the fight. It is a sensible ability for the Technet to have. A crew that has to capture different kinds of beings cannot rely entirely on matching their strength. Attacking awareness and coordination gives the hunters another route when brute force would be expensive or uncertain. Her appearance makes the attack stranger. She drifts through the scene with a lightness that is completely at odds with the effect she can have. The person doing the disabling doesn't have to look as though the effort costs her very much. That is also a reason the name shouldn't encourage anyone to underestimate her. The silly sound belongs to the comic's presentation, not to the seriousness of suddenly losing control of your own responses. A brief opening is enough when the rest of the crew is nearby and ready to take advantage. Captain Britain's distraction keeps the moment grounded in character rather than turning it into a contest of power ratings. He is concerned about someone he loves. The hunters benefit from that concern because they are willing to exploit the instant it draws his attention away. Scatterbrain helps make the encounter feel uneven in a convincing way. The heroes are trying to fight, protect and rescue at once. The Technet only need to find the next weakness in that divided attention.
