Scrambler is easy to underestimate if you're looking for the biggest weapon. He doesn't need one. He only needs to get close enough to touch the person who thinks their power will protect them. His ability disrupts powers and systems. In the Marauders' hands, that makes him the person who opens a target up for somebody else. A defense that worked a second ago can suddenly fail, and Scalphunter is already waiting for the opening. There is a revealing limit to his confidence during the Massacre. He goes after Storm expecting to neutralize her mutant ability, without understanding that she is already powerless. Ororo and Callisto don't need to wait for him to work that out. The trick he expected to end the fight has done nothing useful. His encounter with Rogue goes differently. Their touch-based abilities collide and leave them both down. That creates the opening Harpoon tries to exploit, with Kitty rushing in to protect her teammate. Later, when he interferes with Wolverine in the Madelyne Pryor fighting, the effect changes how Logan has to handle incoming gunfire. Healing is something Wolverine counts on when he takes a risk. Take it out of the calculation and the same attack becomes a different problem. Scrambler makes the other Marauders more dangerous without having to dominate every panel himself. He is useful precisely because the team's victim may already be watching Sabretooth's claws or Harpoon's spear instead of him. The casual appearance doesn't make him harmless. It makes him easier to overlook, right up until the ability keeping someone alive stops behaving the way it should.
