Frenzy is the Alliance member who can make a threat credible without raising her voice.
Joanna Cargill has superhuman strength and extraordinarily tough skin. She can withstand punishment that would stop most people and keep applying pressure at close range. The team already has plenty of ways to disrupt a fight; Frenzy gives it someone who can simply walk into one.
She appears before the full Alliance comes together on the page, so X-Factor already has reason to recognize her as trouble. Once Michael Nowlan enters the picture, her durability becomes part of the group's demand for still more power.
Her position is less comfortable when she turns that confidence toward Apocalypse. He can enforce obedience even from someone as difficult to hurt as Frenzy.
The hostage-taking shows exactly where she is willing to apply that strength. Suzy is trying to get away from Michael's troubles when the Alliance finds her. Frenzy grabs and intimidates her while Tower blocks the way out. They do not have to win a fair fight to obtain the advantage they need.
That matters when X-Factor later faces an empowered Alliance. Frenzy's success is built partly on what the group did to someone who could not fight back. Her toughness and her willingness to use it are separate parts of the threat. The story gives very little reason to confuse her confidence with a code against hurting vulnerable people.
Apocalypse still has the final say. She can intimidate a captive and stand against X-Factor, but her employer expects submission. Physical toughness buys her an advantage in battle, not freedom from the person giving the orders.
