2/7 Count Nefaria: organizer Luchino Nefaria brings the money, the fortress, the machinery and the Maggia connections. He takes five criminals who haven't accomplished much individually and puts them to work as his lieutenants. He understands that they'd like his position. His solution is to rely on them distrusting one another too much to organize against him. That's a pretty shaky management plan when the assignment involves an enormous ransom. Nefaria also assumes the X-Men might be available for the right offer. Having them kidnapped is apparently his opening pitch. He wants their abilities and is prepared to use their likenesses even when he can't get their cooperation. His technology becomes the thing Xavier turns against him. Nefaria escapes thinking he has the ransom, only to discover the briefcase is an image. For this story, he's a crime boss who has bought himself a ridiculous amount of leverage. The threat comes from what he can finance and whom he can hire. He can threaten a whole city, but he still can't keep his own crew focused on the job.
