10. Magneto: creator and original leader
Magneto's role here begins with deception. Angel receives help from a man he believes is a teacher, working with people whose unusual abilities need guidance. The name he is given is the Creator.
In X-Men #62, that disguise lets Magneto approach Warren through gratitude rather than an open challenge. Angel has a reason to listen to the man who helped him, and Magneto takes advantage of it. The deception is especially effective because Warren interprets what he sees through his experience with Professor X.
By #63, the machinery and transformed followers have exposed the real operation. Magneto is assembling a force he expects to command. His leadership has to be discussed separately from the people he altered to build that force.
The original Brotherhood and the Savage Land Mutates are different groups. Here, Magneto hasn't just recruited followers. He has used his machinery to give them the powers he expects them to use on his behalf.
